Its close links with education ministries and other partners in 193 countries put it in a key position to press for action.
UNESCO has been at the forefront of global literacy efforts and is dedicated to keep literacy high on national, regional and international agendas. However, with some 774 million adults lacking minimum literacy skills, (one in five adults is still not literate; two-thirds of them women) and with 72 million children out-of-school, literacy for all remains an elusive target.
UNESCO's core mandate is to bring education to all. The Organization deploys its actions in a variety of areas related to the Education for All movement and embraces both formal and non-formal systems, from pre-school education to literacy programmes. UNESCO’s literacy programmes aim to create a literate world and promote literacy for all.
